The agricultural holding PROMETEY says that on the eve of the adoption of the budget for 2025, Ukrainian businessmen are again faced with politically motivated financial manipulations, which seriously affect the work of business. The key figure in this scheme, the company claims, is Daniil Hetmantsev, who, according to many business representatives, artificially fills the state treasury, creating the illusion of financial success.
One of the main manipulations involves blocking the ability of businesses to use VAT from VAT e-accounts, allowing the government to show a larger balance in the budget than is actually there. Whereas these funds actually belong to businesses. This is a common practice to end the financial year and existed before the war. However, in today's conditions, when the economy is operating in crisis mode, such actions deal a particularly painful blow to business.
VAT freeze - stopping business
The inability to use VAT effectively deprives a company of working capital and excludes the possibility of cooperation with other contractors. This situation is already familiar to many companies that have been forced to reduce production volumes or postpone sales due to lack of financial liquidity.
For example, last year one of the PROMETEY Group companies found itself in such a situation. Due to the blockage of funds, the company had to postpone sales of technical salt to the next year, which caused serious losses. In 2024, the situation is repeated: demand for technical salt has increased, but the company is again faced with a frozen VAT, which paralyzes its work.
Manipulation for a “pretty picture”
Freezing VAT refunds is not only a means of temporarily replenishing the budget, but also an attempt to create an illusion of financial stability. At a time when the state does not have the necessary funds, such steps will allow the government to demonstrate positive financial results on paper, Prometey explains. However, according to business representatives, this only exacerbates the crisis.
“Daniil Hetmantsev thus shows artificial profit, although in fact the country is now on the verge of bankruptcy,” - comment on the situation in the agricultural holding PROMETEY.
The company calls on the tax service and Daniil Getmantsev, as its key person, to change approaches to budgeting. Artificial manipulations may create a temporary picture of success, but in the end they cause irreparable damage to both businesses and the country's economy as a whole.
Ukraine needs a transparent and responsible fiscal policy that will support businesses, not block their activities.
